The proposed bill seeks to expose the wealth and corrupt activities of the CCP’s top leadership, aiming to inform the public and U.S. lawmakers about the extent of the CCP’s malfeasance.
The bill stipulates that within 90 days of its enactment, the Director of National Intelligence must prepare an unclassified report on the financial and corrupt dealings of the CCP’s senior officials. This report would encompass figures like the General Secretary of the Chinese Communist Party and high-ranking members of the Central Committee, the Politburo, and the Politburo Standing Committee. Importantly, this information would be made accessible to the public.
Senator Rubio emphasized the urgency of this legislation, stating, “Our nation’s greatest adversary is Communist China, and the American people must realize the complex reality a new world order, led by Beijing, would pose. Whether it be through economic, social, or military coercion, we are seeing an increased effort from China to displace our nation as the world’s leading power.”
Furthermore, within 180 days of the bill’s enactment, the Director of National Intelligence or a designated representative would be required to testify before both the House Permanent Select Committee on Intelligence and the Senate Select Committee on Intelligence. This testimony would provide an open hearing on the findings of the report, ensuring transparency and accountability.
In a coordinated effort, U.S. Representative Andy Ogles (R-TN) introduced companion legislation in the House, reinforcing the bipartisan concern over China’s growing influence and corruption.

In May, he co-sponsored the “China Exchange Rate Transparency Act,” aimed at protecting American workers and companies from China’s currency manipulation. This bill requires the U.S. Representative for the International Monetary Fund (IMF) to advocate for closer scrutiny of China’s currency practices and consider these manipulations when determining the value of Special Drawing Rights and vote shares within the IMF.
Rubio stated, “We cannot allow the Chinese Communist Party to flood the world with artificially cheap goods. That’s why I’m introducing this crucial bill, which would hold the CCP accountable for its currency manipulation at the IMF. It’s our duty to prioritize American workers.”
